When you use the Potion of Luck, you will be granted increased luck for a limited amount of time depending on your ability level which increases the rare blocks you can find in biomes.
As an example. Pumpkin is a rare block in the Plains biome. When the potion is active, this block will be appearing more frequently, which results in helping you to upgrade the PPS items that require a rare block.
